The Explanation of Ship Radio Station Permit

Based on the Regulation of the Minister of Communication and Information Technology Number 7 of 2021 regarding the Use of Radio Frequency Spectrum (“Permenkominfo No. 7/2021”), Radio Station Permit (Izin Stasiun Radio/ISR) is defined as a radio station permit for the use of a radio frequency spectrum to operate transmitting tools and/or receiver tools on a radio frequency channel based on certain requirements. ISR is used for communication and navigation purposes in the form of ship radio stations and coastal radio stations. In this article, we will focus on Ship Radio Stations Permits, in which Businessmen can apply for ISR through the Online Single Submission (OSS).

What is the process for applying for a Ship Radio Station Permit ?

In accordance with the regulations, the procedure for applying for a Ship Radio Station Permit is as follows:

  1. Businessmen apply for ISR through OSS, by fulfilling the administrative and technical requirements:

  1. Stating that the data and documents submitted are true and valid;

  2. Technical form of radio frequency spectrum usage data;

  3. Does not have the obligation of Non-Tax State Revenue owed to the Ministry;

  4. Confirmation of taxpayer status from the Ministry of Finance;

  5. Using certified telecommunications tools and/or telecommunications tools; and

  6. Attachment of grosse deed or letter of measurement for the ship radio station.

  1. The Director General will give approval or rejection of the ISR within 1 day since the documents requirements are received correctly.

  2. Approval or rejection of ISR is given based on the results of technical analysis by taking into account of:

  1. Planning for the use of radio frequency bands;

  2. Frequency channel usage planning;

  3. Efficiency of using radio frequency spectrum; and

  4. Availability of radio frequency channels.

  1. If the ISR has been approved, the applicant has an obligation to pay a fee for the right to use the radio frequency spectrum (Biaya Hak Penggunaan Spektrum Frekuensi Radio/BHP ISR).

  2. After the ISR BHP is paid off, the applicant can download the ISR through the Directorate General Radio Frequency Spectrum Licensing Service Facility on the same day as the payment day.

  3. The ISR will be issued in electronic form accompanied by an electronic signature.

ISR is valid for a maximum period of 5 years and can be extended once for a maximum period of 5 years. However, the ISR cannot be extended in the event that there is a change in the radio frequency allocation and/or the planning for the use of the radio frequency spectrum, does not pay the ISR BHP for the second period of validity, or there is a request for termination of the ISR period.
